Eurotunnel Loophole

Apparently, Eurotunnel have announced that vans will no longer be able to travel with more than 20 dogs.
On the surface this seems like progress however, it will not:
a) stop illegal dogs coming into the country and
b) impact on transporters who only bring dogs to the UK, some of which are actually the better transports.
This will not stop the transporters who take 3-5 days to deliver dogs from Romania to the UK because they have drop offs all over Europe and by the time they get to Calais, they have less than 20 coming into the UK.
Regardless, it is a step in the right direction but it's the first of many steps that are required to both stop the illegal trafficking and ensure better welfare for the dogs.
I genuinely empathise with those who will be affected and are not involved in illegal importing, if people had spoken out and pushed this matter years ago, it might not have come to this.
Many more changes are needed to ensure dogs are prepared properly and disease free and as few in rescue seem to agree with titering, what then is the solution?

This did not work to curtail the flow of illegal dogs and instead, increased profits for Eurotunnel. A loophole was soon found and transporters would bring just as many dogs then split the consignment in France with either a second van or pet taxis from Folkstone carry the extra dogs.
